Q.  What if my entity does not have a labor compliance program (lcp)?
A.  CCMI is approved by the Department of Industrial Relation as a Third Party Administrator of Labor Compliance Programs.  By contracting with CCMI you effectively are using CCMI’s Labor Compliance Program.

 

Q.  Our entity already has a labor compliance program (lcp), how does ccmi work with that?

A.   CCMI can (and does) implement existing LCP’s for entities with which it contracts.

 

Q.  My project is really small & was not bid (just a purchase order), does lcp still apply to me?

A.   All projects using public funds in excess of $1,000 must have prevailing wages paid (even if it is on a purchase order).  However, if the contract between the Entity and the contractor is less than $30,000 (NOT the subcontract amount), then contractors are not required to submit DAS-140 or DAS-142 Forms.

 

Q.  Do I have to file an annual report if I use ccmi?

A.  CCMI handles all Annual Reporting issues unless the Entity has their own Labor Compliance Program, in which case CCMI can assist the Entity in preparing their Annual Report for a nominal fee.

 

Q.  What happens when I get a request from a 3rd party for payroll information?

A.   CCMI handles all 3rd Party requests.  If the entities office receives a request for payroll, or other inquiry, simply forward the request to our office.

 

Q.  What if a project goes longer than scheduled?  What additional costs are incurred?

A.   CCMI’s fees are a fixed cost based on the construction cost of the project.  In most cases CCMI will only increase its fee to the extent that the change orders increase the overall work/cost on the project. 

 

Q.  If the public entity contracts with ccmi, how much involvement will the entity have in implementing the lcp?

A.   Minimal.  CCMI will handle the Labor Compliance portion of the Entities preconstruction meeting.  We will keep you informed during the course of the project of all labor compliance issues and work with the closeout timeline to insure that the Entity meets all state requirements.

 

Q.  How are labor compliance findings reported?

A.  CCMI prepares monthly reports after each payroll audit.  These reports are forwarded to the Entity and the Prime Contractor on the project.  At the conclusion on the project, CCMI prepares all paperwork and submits it to the California Labor Commissioner to close out the LCP portion of the project.
